With the Treasury effectively out of funds, large swathes of federal services have been suspended, and hundreds of thousands of workers face furloughs or being asked to work without pay.
The shutdown follows sharp division in Congress over spending priorities. Republicans passed a short-term funding bill intended to last through November 21, but it faltered in the Senate, where it failed to meet the 60-vote threshold required to advance. Democrats declined to support the bill unless it included health care subsidies and reversals of prior cuts. Meanwhile, essential programs such as Medicare, Medicaid, Social Security, military operations, and law enforcement will continue with reduced staff.
The Congressional Budget Office estimates that up to 750,000 federal employees may be furloughed if the standoff extends. While federal law ensures that furloughed employees will receive back pay once the shutdown ends, the uncertainty and delay can destabilise households and local economies.
The shutdown marks the first since the 2018–19 closure and the first under Trump’s current presidency. Congressional leaders have signalled further votes are possible, but with time running out, the risk of prolonged disruption weighs on the Republican administration.
