New Learner Driver Rules To Take Effect Tomorrow As Road Deaths Rise

From tomorrow, 1 November, learner drivers will face new rules around renewing their permits, as the Road Safety Authority (RSA) looks to encourage more people to progress towards a full driving licence.

The changes mean drivers will no longer be able to obtain a third or fourth learner permit simply by applying for a driving test. Anyone seeking a further permit must have actually taken a driving test within the previous two years.

A fourth learner permit will also be valid for just one year, rather than two. After that, there will be no option to apply for a fifth permit.

Drivers who have reached that stage will have to restart the learning-to-drive process, including completing the theory test and required lessons.

There is no change for people applying for their first or second learner permit.

The new measures apply to learner drivers in cars, motorcycles, mopeds and work vehicles. The RSA says the aim is to ensure learner permits are used for their intended purpose: helping people gain experience and develop the skills needed to become safe, fully licensed drivers.

The changes could affect a significant number of people. Latest estimates suggest around 74,000 drivers are currently on at least their third learner permit, while approximately 12,000 are on their 11th permit or beyond.

The new rules come at a time when road safety remains a major concern across the country. Provisional figures from An Garda Síochána show that 155 people have died on Irish roads so far in 2026, compared with 142 at the same point last year.

While the changes are specifically aimed at learner drivers, the figures are a reminder of the responsibility every motorist has when getting behind the wheel.

Experience alone does not guarantee safe driving, and continuing to improve our awareness, judgement and habits on the road is essential.

The RSA is encouraging anyone affected to check their permit expiry date and make sure they understand what the new requirements mean for them.

Drivers must have completed a driving test within the previous two years to qualify for a third or fourth permit, so simply having a test booked will no longer be enough.

With road deaths continuing to be a serious concern, Radio Nova is putting its platform behind a nationwide road safety initiative aimed at improving awareness and helping people stay safer on Irish roads.

The station is joining 20 other independent radio stations in the campaign, which will see broadcasters create and air their own road safety content over the coming year.

Together, the 21 stations will broadcast more than 1,200 pieces of content, including more than 100 documentary and discussion programmes and around 1,100 shorter feature episodes.

For Radio Nova, the programming will include practical road safety information, expert interviews and real-life experiences, with content developed specifically for its audience across Dublin and the surrounding counties.

Follow the initiative here.

The campaign will also feature first-hand accounts from people who attend road collisions and support those affected, alongside information and analysis from An Garda Síochána, the Road Safety Authority and local authorities.

Radio Nova will also highlight the experiences of people directly affected by road collisions, helping bring home the consequences of dangerous driving and the importance of making responsible choices on every journey.

The project is supported by the News Reporting Scheme, which helps fund public interest journalism through Coimisiún na Meán and the Exchequer.

Listeners can find Radio Nova's road safety features and programmes on the station's website.
