The Land Development Agency (LDA) has announced the opening of applications for hundreds of new cost rental homes in west Dublin, marking a significant expansion of the State’s cost rental housing programme.
The new homes are being delivered across two major developments – Cooper Square at Seven Mills in Dublin 22 and The Crossings in Adamstown, Lucan – with more than 600 apartments becoming available across phased application rounds.
Cooper Square, Seven Mills
Applications for the first phase of 229 cost rental apartments at Cooper Square will open at 12 noon on Monday, 17 November, with applications accepted through the LDA website.
The initial phase includes:

116 two-bedroom apartments

11 three-bedroom apartments
Monthly rents at Cooper Square will start from:

€1,350 for a one-bedroom apartment

€1,500 for a two-bedroom apartment

€1,790 for a three-bedroom apartment
The homes are being delivered under the LDA’s Project Tosaigh initiative, which partners with private homebuilders to provide financial support for housing delivery. The development is being delivered in partnership with Cairn Homes, the lead developer at Seven Mills, a new town located between Clondalkin and Lucan along the Grand Canal.
Seven Mills forms part of the Clonburris Strategic Development Zone (SDZ) and benefits from strong public transport links, including nearby train stations, as well as cycling and road connections.
The Crossings, Adamstown
Meanwhile, the LDA has also confirmed the opening of applications for the first phase of cost rental homes at The Crossings in Adamstown, where 392 apartments are being delivered in total.
Applications for the first phase of 248 apartments will open at 12pm on Wednesday, 7 January 2026, again via the LDA website.

All homes at The Crossings will be A-rated for energy efficiency.
Monthly rents will start from:

The Adamstown development is also being delivered through Project Tosaigh, in partnership with Evara, the lead developer of the Adamstown SDZ.
About Cost Rental
Cost rental housing is a relatively new tenure in Ireland and is designed to provide secure, long-term rental accommodation at least 25% below prevailing market rents. The model is aimed at households with net incomes of up to €66,000 per year who do not qualify for social housing or other State supports but are struggling with high private market rents.
Applicants are advised to consult the LDA website for full details on eligibility criteria, application requirements and occupancy limits for each apartment type. Further application phases at both developments are expected to be launched in the coming months.
Industry Reaction
John Coleman, Chief Executive of the LDA, welcomed the latest developments, saying: “The LDA is proud to be making more affordable homes available in Dublin. These high-quality and well-located cost rental apartments will make great homes and enhance the existing community in Seven Mills.”
He added: “In total, the LDA has now completed more than 2,200 cost rental apartments, and we continue to expand our development pipeline to ensure we are delivering this much-needed and effective home type and tenancy.”
Michael Stanley, Chief Executive of Cairn Homes, said the partnership demonstrated what could be achieved at scale: “We are delighted to be partnering with the LDA to deliver one of the largest ‘Passivhaus’ apartment developments currently under construction in Europe.”
He noted that construction was progressing ahead of schedule, with “all 607 apartments, tenant amenities and public realm being fully completed by late 2026.”
